If You're Buying in Wilmington: The First Start Program

For buyers purchasing within the City of Wilmington, the city offers its own program: the First Start Homebuyer Program.

  • What it offers: Up to $15,000 - or 6% of the home's purchase price, whichever is less - toward down payment and closing costs
  • Eligible buyers: First-time buyers, displaced homemakers, and single parents with household income at or below 80–100% of the Area Median Income
  • Requirements: Minimum $1,000 buyer contribution; must complete a HUD-approved homeownership counseling course; property must be in the City of Wilmington

Paired with DSHA Welcome Home, a Wilmington buyer could be looking at $25,000 or more in combined assistance - and in this market, $25,000 is a down payment on a lot of homes.

 

Are You a Teacher, Nurse, Veteran, or First Responder? There's a Program Built for You

One of the most powerful programs in Delaware - and one of the least well known - is the DSHA Delaware Diamonds program.

  • What it offers: A $10,000 zero-interest, forgivable second mortgage, forgiven 10% per year over 10 years as long as you remain in the home
  • Who qualifies: Delaware essential workers, including:
    • Public and private school employees (teachers, staff)
    • Healthcare workers employed at Bayhealth, Beebe, Nemours, St. Francis, ChristianaCare, and other qualifying facilities
